Benin is a dirt poor country in Africa where Voodoo is a recognised religion. According to Wikipedia, the average per capita income there is $689. The population of Benin is afflicted by serious health problems:

During the 1980s, less than 30 percent of the population had access to primary health care services. Benin had one of the highest death rates for children under the age of five in the world. Its infant mortality rate stood at 203 deaths for every 1000 live births. Only one in three mothers had access to child health care services.

In addition, approximately one in 50 citizens of Benin has HIV. Despite this, it seems there are more doctors from Benin in France than there are in Benin! What a dramatic illustration of the moral bankruptcy of the policy of employing third-world medical staff in advanced countries!
